Wash and soak the rice 30 minutes. Marinate the meat with yogurt, salt, ginger-garlic paste, chili, turmeric, and garam masala for at least 1 hour.

Part-cook the rice in well-salted water until 70% done; drain.

Cook the marinated meat with sliced onions until it is about 70% done and the masala is thick.

Layer meat and rice in a heavy pot, adding herbs, saffron milk or fried onion between layers.
